For contracts under $25,000, that’s usually the wrong place.

In most municipalities, those smaller purchases are handled by operational departments—not central procurement. Parks, Public Works, Facilities, Fleet, Recreation… the managers responsible for the work are often the people deciding who gets called.

Find the staff directory on the municipality’s website and identify the manager responsible for the service you provide.

That’s where many informal vendor lists begin.

Most contractors never figure this out.
