Something that took me a while to understand about municipal managers:

They are rarely judged simply on whether they found the cheapest contractor. They are rewarded for delivering work on time, on budget, without complaints.

That means they are actively buying confidence as much as they're buying a service.

A contractor who answers the phone, arrives when promised, submits clean paperwork, and doesn't create surprises is genuinely more valuable to them than a cheaper contractor who creates uncertainty.

You don't always have to be the lowest quote.

You have to be the easiest yes.
